Nursing Education Module on Controlled Substances in First Nations Facilities - French Language Course

This educational module is intended for nurses who work in First Nations health facilities and provide care to patients who clinically require narcotics and controlled substances (CS) for optimal care. The module introduces the therapeutic application of narcotics and controlled substances along with the legal and professional competencies and responsibilities required by these nurses in order to have the authority to conduct activities with controlled substances under a Section 56 Exemption. The Section 56 of the Controlled Drugs and Substance Act (CDSA) allows the Minister of Health to exempt a person (or class of persons), controlled substance, precursor or class thereof from the application of all or part of the CDSA and its regulations. The 4 sections contained in the learning module are to support the acquisition of knowledge and clinical reasoning for nurses to understand the Federal laws and regulations governing narcotics and controlled substances.

Practitioner responsibilities and policy requirements unique to these drug classifications in First Nations health facilities will also be presented. The FNIHB Policy and Procedures on CS for First Nations Health Facilities, as well as the Clinical Practice Guidelines and the FNIHB Nursing Station Formulary3 that have been developed to assist nurses working in remote and isolated First Nations communities will be presented. Finally, examples illustrating how controlled substances are utilized in pain management and the application of selected patient and risk assessment tools needed to support and develop appropriate therapeutic interventions will be presented.

 Indigenous Services Canada is taking steps to ensure persons working at First Nation health facilities are appropriately authorized to conduct activities with controlled substances recognizing that these nurses are the primary providers of health care in many First Nation communities.
